Population gives the highest addition to points.

Ang teknik, Upgrade your Palace and build colonies. Make sure that you have a governor's residence in each of your colonies and it must be of the same level of your palace. So if your palace is level 2, the governor's residence in your colonies SHOULD also be level 2. This is to remove the corruption in the colony.

If you're having a hard time making colonies, you can get a higher population by upgrading your tavern and museum. Don't forget to check your town hall if it's already capped.
